The year 2030 highlights the progress of the EU Missions: several cities have achieved climate neutrality, Austria has implemented a comprehensive soil protection monitoring system, and the number of water bodies in good ecological condition has increased, among other achievements. The monitoring and evaluation framework of the Mission Facility makes these successes measurable and demonstrates the significant progress that has been made.

The Mission Facility for Policy Learning, Foresight, Monitoring and Evaluation (MF) serves as a supporting component for the governance of the EU Missions in Austria. The MF aims to assist the diverse stakeholder groups involved in the implementation of Austria’s mission-oriented policy through a variety of measures, including:

  • Developing a theory of change for the national implementation of the EU Missions

  • Designing a monitoring and evaluation framework for the EU Missions in Austria

  • Organizing training sessions tailored specifically to national implementation (for example: citizen engagement, transdisciplinary collaboration, whole-of-government approaches, etc.)

  • Hosting reflexive and learning-oriented formats

The MF also contributes to meeting the need for anticipatory governance by using various foresight instruments to regularly review the missions policy cycle from its inception through implementation. In addition, the MF plays an important role in documenting both progress and challenges in implementing the five EU Missions in Austria. Finally, by facilitating information exchange with similar initiatives in other European and international contexts (for example, through the OECD), the MF supports the continuous advancement of the EU Missions in Austria.

In addition to the activities mentioned above, the Mission Facility supports the implementation of mission-oriented policies by producing scientific studies and policy briefs, which can be accessed and downloaded below.

The Mission Support Facility is implemented by a consortium composed of Joanneum Research (coordinator), AIT , and ZSI, with the support of Fraunhofer ISI.
