The Digital Europe Programme (DIGITAL) aims to facilitate the adoption and utilisation of digital technologies, implement pilot projects under operational conditions, and promote the exploitation of research results. It complements other EU programmes such as Horizon Europe and supports activities following the completion of research.
DIGITAL is implemented, among other measures, through coordinated and strategic co-investments with Member States in key areas, including high-performance computing and data processing, artificial intelligence, semiconductors, cybersecurity, as well as advanced digital skills across both the private and public sectors. A central role is played by the European Digital Innovation Hubs (EDIHs), which support companies and public administrations in their digital transformation, and by the National Cybersecurity Coordination Center (NCC), which aims to strengthen research excellence and enhance the European Union’s competitiveness in cybersecurity.
The Digital Europe Programme has a seven-year duration with a total budget of EUR 8.2 billion. It is structured into distinct work programmes, which define overarching objectives, scope, expected results, and the allocated funding for each topic for the entire work programme period:
- The main work programme implements activities in the key areas of data, cloud computing, artificial intelligence, and advanced digital skills.
- The Cybersecurity work programme addresses topics aimed at ensuring adequate capacities in the European cybersecurity sector for the digital economy, society, and democratic institutions.
- The High-Performance Computing work programme is implemented, managed, and coordinated by the EuroHPC Joint Undertaking .
- The Semiconductors key area is implemented through the Chips Joint Undertaking .
Important note: The Digital Europe Work Programme 2025–27 was published in amended form on 6 October 2025. Specific changes are summarised in the relevant publication of the European Commission.
