The extreme storms and severe weather events of the summer of 2035 will not catch Austria’s regions unprepared. Based on standardized risk analyses, forests have been reforested, sealed surfaces have been restored to their natural state, and protective structures have been built in the preceding years to mitigate the risks of landslides and flooding. A central competence center ensures that all stakeholders work together effectively in implementing regional projects for climate change adaptation.

As the past years have shown, the Alpine region is particularly affected by the impacts of climate change. This makes it all the more important to implement effective measures that strengthen the resilience of communities and regions against storms, floods, and landslides, as well as heatwaves and droughts, which put both agriculture and the energy sector under pressure.

Early adaptation to extreme events and long-term changes enhances Austria’s security of supply with regard to food, water, and energy, protects prosperity and public health, and helps preserve the country’s high quality of life.

The EU Mission „Klimawandelanpassung“ supports more than 150 European regions and municipalities in becoming resilient to climate change — climate-resilient — by 2030. In Austria, the challenge and at the same time the opportunity of this Mission lie in strengthening cooperation and networking among public administration, research, practice, civil society, and education. One thing is clear: climate change mitigation and climate adaptation go hand in hand and must be addressed together in order to achieve these goals.

Goals of the Mission "Klimawandelanpassung"

  1. We create and connect climate-resilient regions
    By 2040, all municipalities in Austria should have addressed adaptation to the impacts of climate change. The pioneers in this effort are already the Klimawandel-Anpassungsmodellregionen (KLAR! regions). From Vorarlberg to Burgenland and from the northern Waldviertel to southern Carinthia, they demonstrate how climate resilience can be achieved. What Austria still lacks is a central competence center for climate change adaptation — a Mission Hub that connects existing and future structures, initiatives, and actors. Within a streamlined organization, relevant information should be brought together, activities coordinated efficiently, and synergies leveraged. Through this Mission, a key area of Austria’s national climate adaptation strategy can be effectively implemented.

     

  2. We must ensure adaptation and avoid maladaptation
    Based on reliable risk assessments, adaptation measures to climate change must be implemented across all sectors — from agricultural production to industry and services. Costly maladaptation must be avoided. A set of quality criteria helps ensure that measures are designed and implemented in the right direction. To do so, we must understand our regional climate risks and, as far as possible, quantify them. The foundation for this lies in standardized climate risk analyses based on comprehensive data. Such a data base currently exists only in part and must be developed nationwide — for instance, in the form of an event and damage database — along with refined and harmonized methods for risk assessment.

     

  3. We aim to strengthen nature-based solutions
    Nature-based solutions, such as the reforestation of mixed forests, the restoration of ecosystems, and the unsealing of land, can mitigate several impacts of climate change at once. These measures also bring many additional benefits for quality of life, health, and biodiversity. Within the framework of the Mission „Klimawandelanpassung“, Austria aims to deepen scientific knowledge about these measures and their effectiveness, and to implement the most suitable nature-based solutions in practice.
