Klagenfurt 2035: Green roofs and façades on thermally renovated buildings prevent urban heat islands. Nearly silent electric buses glide through the streets, while new photovoltaic systems cover part of the city’s electricity demand. Delegations from many other cities visit to learn firsthand which measures enabled Klagenfurt—and more than 40 other pioneering cities in Austria—to be among the first municipal administrations in Europe to achieve climate neutrality.

Klagenfurt is one of more than 100 European cities supported under the EU Mission “Climate-Neutral and Smart Cities” as a Mission City in achieving climate neutrality. Following the guiding principle “reduction before compensation,” the capital of Carinthia aims to reduce its CO₂ emissions by a total of 83% by 2030. The remaining emissions will be offset through greenhouse gas certificates. The Klagenfurt city government has adopted a total of 236 climate protection measures, including building renovations and the transition to an electric bus fleet as key projects.

The example set by the 100+ cities pioneering the path toward climate neutrality under Horizon Europe is intended to be followed by all European cities by 2050. The binding commitments made by these 100+ cities in their Climate City Contracts enable them to collaborate with the EU, national and regional authorities, and investors to implement suitable climate protection measures for their citizens.

In Austria, the EU Mission “Climate-Neutral and Smart Cities” contributes to achieving the national goal of climate neutrality by 2040. Cities play a crucial role in this process, as an increasing share of Austria’s population lives in cities and urban areas.

System Innovation

The goal is to develop innovative solutions for cities and municipalities in Austria to achieve climate neutrality and adapt to climate change. The Federal Ministry for Innovation, Mobility and Infrastructure (BMIMI) supports so-called “pioneer cities”, which serve as frontrunners and learning environments for climate-neutral projects. The main challenges include a lack of effective solutions, insufficient sustainability of existing approaches, and missing processes for learning and knowledge transfer.

Planned measures include:

  • Establishing partnerships with 10 pioneer cities to implement the EU Mission “Climate-Neutral and Smart Cities.”
  • Developing climate neutrality roadmaps for 37 small and medium-sized cities.
  • Providing tailored consulting and support on topics such as energy, mobility, and greenhouse gas accounting.
  • Promoting research, technology development, and pilot projects for climate-neutral urban districts.
  • Building European and international partnerships and networks.

Implementation is carried out through funding programmes — for example, supporting urban technologies, heat transition projects, qualification initiatives, and international cooperation.

System Transformation

The aim is to accelerate the transition toward climate neutrality within the innovation system and among key stakeholders.

Knowledge transfer, scaling, and systemic learning are central in mobilizing cities and municipalities.

Pioneer cities share their experiences and inspire other cities to join the process.

Key measures include:

  • Broad mobilization of research, business, politics, and civil society.
  • Promoting knowledge exchange and the transferability of solutions.
  • Developing exchange and learning formats for various stakeholders.
  • Strengthening research-based collaboration with universities.
  • Building national alliances with implementation partners such as industry, cities, and networks.
  • Coordinating research and implementation instruments.

The overarching goal is to implement climate-neutral urban districts, strengthen innovation systems, and achieve the 2040 climate targets.
