Additionally, they provide further information on aspects including budget, financial instruments, open access, evaluation, cost eligibility and intellectual property rights. Simplified rules aim to increase legal certainty and reduce administrative burden in Horizon Europe. The principle of a single set of rules is reinforced and further clarified - all funding rules are based on the Financial Regulation applicable to the general budget of the EU. Exceptions are only permitted where strictly necessary. In the area of personnel costs, outdated provisions such as the "additional remuneration", have been removed. Where appropriate and feasible, more lump sum funding will be used at project level. The Beneficiaries' usual cost accounting practices, e.g. for internal invoicing, will be given greater importance, thus further reducing administrative burden in project implementation. The Mutual Insurance Mechanism (in Horizon 2020: "Guarantee Fund") is extended to all forms of institutional partnerships, including Article 185 Initiatives, that were previously not covered. Actions that receive funding from multiple EU programmes will be audited only once, covering all involved EU programmes and their respective applicable rules.
