Demand-side instruments in innovation policy, and in particular innovation-promoting public procurement, have gained increasing international attention in recent years as a complement to traditional, supply-driven research and innovation funding. The Austrian Federal Government, under the leadership of the Federal Ministry for Innovation, Mobility and Technology (BMIMI) and the Federal Ministry for Economic Affairs and Labour (BMWET), has developed a guiding framework for innovation-promoting public procurement (IÖB).

The Government’s objective is to leverage the substantial budgetary volumes invested annually by the public sector (approximately EUR 40 billion per year in Austria) more effectively to indirectly support the development of innovative products and services, while simultaneously providing public authorities and citizens with more modern, (eco-)efficient, and competitive solutions.

This approach aims both to stimulate additional innovation within companies—with the public sector acting as a reference market—and to modernise and enhance efficiency within the public sector itself through innovation. Overall, the goal is to make a stronger contribution to addressing key technological and societal challenges of our time.

Specifically, this includes:

  • Pre-commercial procurement (PCP): the procurement of research and development services by public authorities prior to market introduction.
  • Public procurement of innovative solutions (PPI): the commercial procurement of innovations as part of standard procurement processes for goods and services by the public sector.

Service center

 

To implement innovation-promoting public procurement (IÖB) in Austria, a dedicated IÖB Service Centre has been established within the Austrian Federal Procurement Agency (BBG). The Service Centre functions as a one-stop-shop for public sector demand units, procurement authorities, funding agencies, and enterprises, serving as the central point of contact for all IÖB-related matters. The IÖB Service Centre collaborates closely with IÖB Competence Centres, provides training and qualification measures for public sector procurers, and initiates, accompanies, or directly implements IÖB pilot projects.

Complementing the Service Centre, IÖB Competence Centres have been established. These Centres work in partnership with the IÖB Service Centre, contributing complementary expertise in funding- or sector-specific areas. Since January 2014, the FFG has served as an IÖB Competence Centre.

 

To implement the IÖB in Austria, a separate one was created Service point for innovation-promoting public procurement (IÖB) at the Federal Procurement GmbH (BBG). It acts as a one-stop shop for users, procuring bodies, funding agencies and commercial companies and serves as a contact for the public sector in IÖB matters. The IÖB service point works with the IÖB competence centers, offers qualification measures for users and procurement offices and initiates and supports IÖB pilot projects or carries them out itself.                               

In addition to the IÖB service point, IÖB competence centers will be set up. They work in partnership with the IÖB service center and bring in complementary know-how in the form of funding or sector-specific expertise. The FFG has been an IÖB competence center since January 2014.

PPPI innovation platform

The IÖB Service Centre has created an online platform, a dedicated marketplace connecting the public administration with innovative enterprises. On this “Innovation Marketplace”, public authorities can access modern, efficient solutions, while companies and start-ups can present their innovative offerings.

The primary objective of this online platform is to connect innovation-oriented public procurers with companies delivering innovative solutions.

The platform provides innovative companies and startups with direct access to public sector procurers. Conversely, public authorities and other stakeholders can discover products and services that have been evaluated by an expert panel for innovation potential and applicability for public sector needs.

An additional advantage for procurement officers is the possibility to issue their own “Challenge” via www.innovationspartnerschaft.at, allowing them to solicit innovative solutions for existing challenges with minimal effort. The platform thus applies an open innovation approach, providing public procurers with novel opportunities to identify and implement innovative solutions.
