4. Call of the co-funded Partnership Transforming Health and Care Systems (THCS)

The European Partnership THCS is a co-funded initiative under Horizon Europe. Its objective is to contribute to the transformation of health and care systems through research, development, and innovation (RDI).

What can be funded?

The initiative primarily supports RDI projects. The fourth call under this initiative focuses on the theme “Access to care”.

Project proposals are submitted at the European level by the respective consortium leader. Further details can be found at https://www.thcspartnership.eu/.

The call is conducted as a two-stage procedure. Austrian applicants must submit an FFG eCall application (including organisational data and cost information) in both stages, each time before the respective submission deadline. If multiple Austrian partners participate in a consortium, one partner assumes the national consortium leadership (National Lead Partner / National Coordinator) and serves as the FFG contact point.

  • Submission deadline for the Pre-Proposal: 2 February 2026, 14:00 CET
  • Submission deadline for the Full Proposal: 30 June 2026, 14:00 CET

Who can be funded?

  • Companies of any legal form
  • Research and knowledge dissemination organisations
    • Universities
    • Universities of Applied Sciences
    • Non-university research institutions
  • Technology transfer organisations, innovation intermediaries, and other science-oriented entities (e.g., associations with a relevant statutory purpose)
  • Non-economic entities in the context of their non-economic activities

What is the amount of funding?

The funding rate varies depending on the type of organisation and the research category:

  • For companies, the funding rate depends on both the research category and the size of the company.
  • For research institutions and non-economic entities, the funding rate depends solely on the research category, provided that the contribution is non-economic.
  • If a research institution or non-economic entity participates in an activity classified as economic, the funding rates applicable to companies will apply.

Any additional funding from other funding bodies must be declared in the application. In cases of multiple funding, the total cumulative funding must not exceed the limits set by EU state aid rules.

What are the submission criteria?

Both transnational and Austrian-specific criteria must be observed. Transnational criteria are described in the Call Guide, while national criteria can be found in the Call Guide and in the document “National Eligibility Criteria Austria Call 4”.

Austrian applicants must, in any case, submit an FFG eCall application before the submission deadline of both stage one and stage two.

When will a decision be made?

Funding decisions are expected in autumn 2026.
