The current call "Cluster 6 Call 03 - single stage" includes the single-stage topics of Innovative Governance, Environmental/Earth Observation and Digital Solutions to Support the Green Deal. All topics for 2026 are described in detail in the entire work program (content, budget, formal criteria, etc.).

What can be funded?

The annual calls for proposals with specified topics are carried out as part of strategic planning and in accordance with their expected impact seven areas (“destinations”) of Cluster 6 bundled.

  • HORIZON-CL6-2026-03-GOVERNANCE-01: Additional activities for the Sustainable Blue Economy Partnership (SBEP) – COFUND - Budget: 22.00 million for one project
  • HORIZON-CL6-2026-03-GOVERNANCE-02: Improving analytical capacity and understanding of social drivers in agriculture to better assess social sustainability in the sector – RIA - Budget: 10.80 million for two projects
  • HORIZON-CL6-2026-03-GOVERNANCE-03: Empowering the UN Decade of Ocean Science for Sustainable Development – ​​CSA - Budget: 9.00 million for three projects
  • HORIZON-CL6-2026-03-GOVERNANCE-04: Supporting All-Atlantic Ocean Research and Innovation Alliance – CSA - Budget: 4.50 million for a project
  • HORIZON-CL6-2026-03-GOVERNANCE-05: Coordinated European contribution to the WMO Global Greenhouse Gas Watch and its international governance – RIA - Budget: 7.00 million for one project

  • HORIZON-CL6-2026-03-GOVERNANCE-07: Interconnect Earth Observation research for addressing environmental policies – CSA - Budget: 5.40 million for a project
  • HORIZON-CL6-2026-03-GOVERNANCE-08: Boosting data availability and AI solutions in food for consumers and food service professionals – IA - Budget: 15.00 million for two projects
  • HORIZON-CL6-2026-03-GOVERNANCE-09: Increasing knowledge flows to practice within AKIS via EU thematic knowledge hubs – CSA - Budget: 7.00 million for two projects
  • HORIZON-CL6-2026-03-GOVERNANCE-10 Embracing innovation in agriculture by peer-to-peer learning via on farm-demonstrations and cost-benefit analysis – RIA - Budget: 9.80 million for two projects

Who can be funded?

European consortia consisting of several (usually at least 3) organizations from 3 countries are funded, see European Commission tender documents .

What is the amount of funding?

The individual project funding depends on the topic. A budget of approximately 96.50 million euros is available for this call, of which approximately 22 million euros are for “Additional activities for the Sustainable Blue Economy Partnership (SBEP)”.  Use some call topics “Lump Sum” funding . 

What are the submission criteria?

The submission criteria are in the European Commission tender documents described.

How does the submission work?

The project application is submitted electronically via the Funding and Tenders Portal of the European Commission .

When will a decision be made?

The results of the evaluation are expected in early 2027.
