Mission Cities Call 2025-2

Call Overview for HORIZON-MISS-2025-04-PCP (Mission: Climate-Neutral and Smart Cities)

The current call, “Supporting the implementation of the Climate-Neutral and Smart Cities Mission”, includes one topic from the Mission Cities for 2025 (the reference to 2026 is based on the submission deadline of 20 January 2026).

What can be funded?

Annual calls with predefined topics are consolidated within the framework of strategic planning and according to their expected impact across the five EU Missions.

Who can be funded?

Funding is available for European consortia composed of multiple organisations (typically at least three) from three different countries. Further details are provided here: European Commission tender documents .

What is the amount of funding?

The funding per project depends on the topic. For this call, a total budget of approximately EUR 37 million is available.

What are the submission criteria?

Submission criteria are outlined in the European Commission tender documents  and the Work program 2025.

How does the submission work?

Project proposals must be submitted electronically via the European Commission’s Funding & Tenders portal.

When will a decision be made?

Evaluation results are expected in mid-2026.
