Horizon Europe: Cluster 3 - Call Increased Cybersecurity

The Horizon Europe "Work Programme 2026-2027 Civil Security for Society" was published on December 11. The calls for proposals promote research and innovation projects that make concrete contributions to the security of our society. The aim is to develop new technologies, processes and strategies that help to effectively protect people and critical infrastructures from potential threats.
The Increased Cybersecurity call focuses on secure, robust and reliable digital technologies and infrastructures as well as protection against cyber threats.

What can be funded?

The annual calls for proposals with predetermined topics are bundled as part of strategic planning and according to their expected impact in the 6 areas (“destinations”) of Cluster 3 “Civil Security for Society”.

The Increased Cybersecurity call for tenders includes the following topics:

HORIZON-CL3-2025-02-CS-ECCC-01: Generative AI for Cybersecurity applications

HORIZON-CL3-2026-02-CS-ECCC-01: Approaches and tools for security in software and hardware development and assessment

HORIZON-CL3-2026-02-CS-ECCC-02: Enhancing the Security, Privacy and Robustness of AI Models and Systems (SecureAI)

HORIZON-CL3-2026-02-CS-ECCC-03: Advanced cryptographic schemes and High-Assurance high-speed cryptographic implementations

Who can be funded?

At least three independent legal entities from different EU member states or states associated with HE are eligible for funding, one of which must be based in an EU member state. It is recommended to involve relevant industrial partners and SMEs in the project plans.

What is the amount of funding?

The individual project funding depends on the topic. A total budget of 56 million euros is available for this tender.

Some call topics use “ Lump Sum " Financial support.

What are the submission criteria?

The submission criteria are described in the European Commission's tender documents.

How does the submission work?

The submission is made electronically via the “ EU Funding & Tenders Portal “ of the European Commission.

When will a decision be made?

The results of the evaluation are expected in April 2027.
