Research and development for the European defense industry

The European Defense Fund (EDF) strengthens the innovative, industrial and scientific basis of the European defense industry and thus contributes to the strategic autonomy of the EU. The work program for the EDF 2026 was published on 17 December 2025. The official call for proposals has already been launched and submissions are possible until September 29, 2026. The 2026 tender is worth around 1.01 billion euros.

What can be funded?

For the EDF work program 2026 there is a budget of around 1.01 billion euros available. This budget is distributed across different types of calls for proposals:

  • Research projects (Research Actions – RA): Funding of 100 percent of the directly incurred costs.
  • Development projects (Development Actions –DA): Funding of less than 100% of the directly incurred costs. Co-financing is required.

The 28 topics cover a wide range of technologies from secure quantum technologies, novel propulsion systems, AI tools for defense, smart textiles to battle tanks of the future.

The Work Program and the detailed Description of topics (“Topic Description”) will be on the Website of the General Directorate of Defense Industry and Space made available to the European Commission.

The EDF Work Program 2026 was published by the European Commission on December 17, 2025. The start of the tender (“Call for Proposals”) in the Funding & Tender opportunities portal of the European Commission took place in January 2026, the submission deadline ends in September 2026.

Who can be funded?

All actors with scientific, technological or innovative capabilities in the field of EDF. This includes all types of for-profit companies (start-ups, SMEs, mid-caps, large companies), universities, or research institutions.

What is the amount of funding?

Topic-specific research and development projects between around 10 and 100 million euros. Open-topic research and development projects up to 6 million euros.

What are the submission criteria?

Consortium and third country controls

A Consortium  in the EDF consists of at least three entities from three different EDF member states (EU member states and Norway). Exception: Calls for tenders on disruptive technologies, where only two entities/member states are required.

In general, entities are only eligible to participate in the EDF if they are located in an EU member state or Norway and if no third country control exercises over the entity. Companies located in third countries are also not allowed to exercise any control over the participating entity.

Co-financing and declarations of support

For Development projects (“Development Actions”) becomes one Co-financing  and a declaration of intent (“Letter of Intent”) needed. These points are handled by the Federal Ministry of Defense (BMLV).

Research projects do not require co-financing or a declaration of intent. Due to changes in the way the EDF is run, no declaration of support will be issued for research projects (“Letters of Support”) more required or issued. 

After examining the project outline, the BMLV can issue a non-binding letter of recommendation (“Letter of Endorsement”), which can be used for the formation of a consortium.

Please contact us with a request for a letter of endorsement and a completed project outline edf@bmlv. gv. at . For the letter of endorsement, explain to your company whether there is already a collaboration with the BMLV in the area of ​​R&D projects, and what specific contribution your company will or could make in the project. Make explicit reference to the call topic description and explain how your contribution addresses the requirements defined there.

How does the submission work?

The Call for Proposals will be in  Funding & Tender opportunities portal published by the European Commission. There you will find all the details about the requirements and deadlines.

The submission takes place exclusively on this platform in digital form. Only use the templates from the current advertisement. Please ensure compliance with all formal criteria for submission.

When will a decision be made?

Planned announcement of the evaluation results between the 1st quarter and 2nd quarter of 2027.
