The call 2026 for proposals for the 'A Soil Deal for Europe' Mission includes two-stage topics. These topics are described in detail in the Work Programme for the EU Missions, including information on content, budget and formal criteria.

What can be funded?

The annual calls for proposals with specified topics are based on the Mission Soil Implementation Plan. The priorities are structured according to the eight specific objectives of the Mission Soil:

  • Reduce land degradation relating to desertification
  • Conserve and increase soil organic carbon stocks
  • No net soil sealing and increase reuse of urban soils
  • Reduce soil pollution and enhance restoration
  • Prevent erosion
  • Improve soil structure to enhance soil habitat quality for soil biota and crops
  • Reduce the EU global footprint on soils
  • Increase soil literacy in society across Member States

Call: Supporting the implementation of the Soil Deal for Europe Mission

  • HORIZON-MISS-2026-05-SOIL-01-two-stage: Living labs to enhance soil health in Alpine and Atlantic biogeographical regions
  • HORIZON-MISS-2026-05-SOIL-02-two-stage: Living labs to enhance soil health in managed forests and in natural/semi-natural lands 

Who can be funded?

Funding is available for European consortia consisting of several (usually at least three) organisations from three countries; please refer to the European Commission's call for proposals documents.

What is the amount of funding?

Individual project funding depends on the topic. A budget of 48 million Euro is available for this call for proposals. Some call topics use lump sum funding

What are the submission criteria?

The submission criteria are described in the European Commission's tender documents.

How does the submission work?

Project applications must be submitted electronically via the European Commission's Funding & Tenders Portal.

The application and evaluation procedure is conducted in two stages.
Stage 1: Proposals may be submitted from 12 February 2026 to 14 April 2026.
Stage 2: Submission is by invitation only, following a positive evaluation of the Stage 1 proposal. The deadline for stage 2 submissions is 15 September 2026.

When will a decision be made?

The results of the first stage evaluation are expected by mid-July 2026 at the latest; the results of the second stage are expected by the end of 2026.
