Investment in Passive Physical Infrastructure for the Deployment of Open Access Networks in Upper Austria

Under Broadband Austria 2030: OpenNet, 4th Call for Proposals – Upper Austria Network Gap Closure, the State of Upper Austria is allocating EUR 10 million in funding for the expansion of broadband infrastructure in Upper Austria.

Projects for the deployment of passive physical network infrastructure for Open Access Networks in Upper Austria.

What is the amount of funding?

Funding is limited to a maximum of 85 % of the actual eligible project costs.

What are the submission criteria?

  • The project is located in areas of the federal state of Upper Austria where, under peak-load conditions, download speeds of less than 30 Mbps are available
  • The project will achieve a doubling of the existing download and upload speeds
  • End-user products must provide a reliably achievable speed of at least 100 Mbps symmetrical under peak-load conditions
  • Upgrading to symmetrical gigabit speeds under peak-load conditions must be possible without any further investment in the subsidized passive infrastructure
  • Maximum eligible costs per newly connected household: EUR 12,000
  • Number of newly served households per project: minimum 20 households, maximum 125 households
  • Technical implementation: Point-to-Point (P2P)
  • Compliance with the specific funding conditions set out in the Special Guideline Broadband Austria 2030: OpenNet, as well as the funding eligibility requirements under the Upper Austria Guideline Broadband Austria 2030: OpenNet, 4th Call for Proposals – Upper Austria Network Gap Closure

How does the submission work?

The project application consists of the project description (to be entered directly in the eCall), the cost plan (to be entered directly in the eCall), the WebGIS planning (to be entered directly via the eCall in the WebGIS application), and other required documents that must be uploaded in the eCall.

When will a decision be made?

Anticipated for Q4 2026
