Roles in the Funding & Tenders Portal

In Horizon Europe, all communication between the EU Commission and the project consortium takes place through an electronic exchange platform, the "Funding & Tenders Portal". Within the portal, roles and access rights must be assigned both at organisation and at project level.

 

Information from the EU Commission:

 

Categories of roles

  • Organisation roles: They refer to the organisation and its data as a whole, but do not provide direct access to individual projects/contracts. This also refers to audit roles, which are only assigned in case of an audit.
    Examples: LEAR, Account Administrator, LSIGN, FSIGN
  • Project/contract roles: They are assigned to a specific project and manage the access to project data and contracts (read, write and/or submit).
    Examples: CoCo, PaCo, PLSIGN, PFSIGN

A single person may hold several roles at the same time. Some roles are assigned automatically from the data in the project proposal, others must be assigned manually by the organisation.

 

Mandatory roles

Certain roles are mandatory in every project:

  • LEAR (Legal Entity Appointed Representative) – organisation role
    Is the main contact for all organisation-related data and their regular update in the portal, as well as for the appointment of certain roles (e.g. LSIGN, FSIGN).
    There is only one LEAR per organisation. It is validated by the Validation Service of the EU Commission.
  • PCoCo (Primary Coordinator Contact) – project role
    Is the main contact for submitting requests, reports and notifications on behalf of a specific project consortium to the EU Commission.
    There is only one PCoCo per project.

Organisation roles

  • LEAR (Legal Entity Appointed Representative): see above
  • Self-registrant: first person to register an organisation in the Participant Register (before the LEAR is validated)
  • Account Administrator: supports the LEAR in fulfilling its tasks
  • LSIGN (Legal Signatory): signs legally binding documents; appointed by the LEAR or an Account Administrator; assigned to a particular project by the CoCo or PaCo
  • FSIGN (Financial Signatory): signs financial documents; appointed by the LEAR or an Account Administrator; assigned to a particular project by the CoCo or PaCo
  • (P)AuCo ((Primary) Audit Contact): only appointed in case of an audit; the LEAR is automatically PAuCo and may appoint additional AuCos

 

Project roles

  • (P)CoCo ((Primary) Coordinator Contact): see above
  • PaCo (Participant Contact): contact person for each organisation in the consortium (except of the coordinating organisation)
  • TaMa (Task Manager): limited rights (e.g. for specific work packages)
  • TeMe (Team Member): limited access (e.g. search and read-only rights)
  • PLSIGN (Project Legal Signatory): signs grant agreements and amendments on behalf of an organisation
  • PFSIGN (Project Financial Signatory): signs financial statements (Form C) on behalf of an organisation

 

Please note: In ERC and MSCA projects, specific deviations from the standard roles may apply.

 

Frequently Asked Questions (FAQ)

Question: How is a new LEAR appointed when the current one leaves the organisation?

Answer: A new LEAR is validated directly by the Validation Service (without a new organisation registration). The procedure is described in the Online Manual.

Question: What should be done if access to the validated PIC of an organisation is lost?

Answer: First, the LEAR and/or "account administrator(s)" of the organisation should be contacted. If they are not available (anymore), a new LEAR must be appointed.
A restricted access section of the Participant Register allows generating, signing and uploading necessary data and documents for the appointment of a new LEAR.

Question: Do third parties (i.e. non-beneficiaries) need roles in the portal?

Answer: No, third parties do not receive access to the portal. All related steps in the Portal are exclusively performed by the beneficiaries.
