BREXIT

Das Vereinigte Königreich (UK) ist mit 31. Jänner 2020 aus der Europäischen Union (EU) ausgetreten und somit seit 1. Februar 2020 kein EU-Mitgliedstaat mehr.

Nach längeren Verhandlungen wurde ein Austrittsvertrag [12.11.2019] zwischen der EU und UK vereinbart: Er ermöglicht einen geregelten Austritt („Deal-Brexit“), von dem auch der Forschungsbereich betroffen ist.

Für das Forschungsrahmenprogramm "Horizon Europe" gilt:

Die Teilnahme britischer Organisationen am Forschungsrahmenprogramm "Horizon Europe" wird über das Handels- und Kooperationsabkommen [31.12.2020] ermöglicht (ausgenommen sind nur die im Rahmen des European Innovation Council [EIC] über den eigens geschaffenen ‚EIC Fund‘ abgewickelten Investitions- und Finanzierungsformen, während die Teilnahme von UK an allen anderen Elementen des EIC möglich ist). Die Assoziierung von UK soll nach Verabschiedung der Horizon Europe Regulation rückwirkend zum 1.1.2021 in Kraft treten.

Bis das Assoziierungsabkommen entweder durch vorläufige Anwendung oder durch das Inkrafttreten Rechtswirkung entfaltet, gelten die in den „General Annexes“ im Kapitel „B - Eligibility“ des Arbeitsprogramms 2021-2022 dargelegten Bestimmungen für das gesamte Forschungsrahmenprogramm.

Im „Horizon Europe Programme Guide“ (Kapitel „8. International cooperation and association“) sowie im Dokument „List of Participating Countries in Horizon Europe“ finden Sie nähere Informationen zu den Übergangsregeln (transitional arrangements).

Für (noch laufende) "Horizon 2020"-Projekte gilt:

UK ist laut Austrittsvertrag im Rahmen einer Übergangsfrist von 1. Februar 2020 bis einschließlich 31. Dezember 2020 beziehungsweise darüber hinaus bis zur Beendigung des jeweiligen "Horizon 2020"-Projektes weiterhin teilnahme- und förderberechtigt.

Was bedeutet das nun konkret für PartnerInnen/KoordinatorInnen in einem "Horizon 2020"-Projekt, das von einer britischen Organisation koordiniert wird und/oder in dessen Konsortium eine britische Organisation als Partner:in beteiligt ist?

Laufende "Horizon 2020"-Projekte sind vom Brexit nicht betroffen, denn: der Brexit hat jedenfalls bis zum 31. Dezember 2020 (beziehungsweise sofern das jeweilige Projekt über den 31. Dezember 2020 hinaus andauert, bis zu dessen Ende) keine Auswirkungen. Britische Organisationen bleiben in dieser Zeit weiterhin teilnahme- und förderberechtigt (siehe Artikel 137 und 138 des Austrittsvertrages).
