Low Carbon Action Pläne sind Planungsinstrumente, die es ermöglichen, Maßnahmen und Aktionen zur Reduktion von Treibhausgasemissionen für Städte und Stadtregionen zu entwickeln. In Städten der dritten Welt stehen diese Entwicklungen vor dem Problem, dass die notwendigen Datengrundlagen zumeist nicht vollständig, nicht konsistent oder gar nicht vorhanden sind. Was vor allem fehlt sind raumbezogene Informationen über Landbedeckung, städtische Strukturen oder städtische Entwicklung, die als Grundlage für die Entwicklung von Maßnahmen gebraucht werden. Die vorliegende Sondierung hat zum Ziel, das Potential von Informationsprodukten aus der Erdbeobachtung aufzuzeigen für die Unterstützung der Status Quo Erhebung und der Entwicklung von Maßnahmen im Rahmen von Low Carbon Action Plänen.

Abstract

Low Carbon Action Plans are planning instruments to develop measures and actions for reducing greenhouse gas emissions of cities and urban agglomerations. At present the challenge in the development of Low Carbon Action Plans for Cities in the third world is caused by a lack of reliable information supporting the consistency of the status quo analysis as well as enabling a smooth transition from the status quo analysis to the development and prioritization of measures. In particular Action Plan development for determined urban areas requires a spatial framework, including information on urban land cover and urban structure as well as on changes in the spatial composition of cities. In this regard the objective of this project is to prove the feasibility of Earth Observation derived information products to support the status quo analysis and the development of appropriate measures for Low Carbon Action Plans.
