Projektbeschreibung

Die Vertreibung von Menschen durch bewaffnete Konflikte, regionale Krisen oder Naturkatastrophen führt häufig zu großräumigen und hochdynamischen Siedlungen, die für humanitäre Hilfsorganisationen eine Herausforderung darstellen. In Krisensituationen sind gezielte und zuverlässige Informationen über (1) Bevölkerungszahlen und - dichte, (2) potentielle Grundwasservorkommen und (3) den Einfluss auf die Umwelt für die Einsatzplanung und den täglichen Ablauf in Flüchtlings- und Binnenflüchtlingslagern nötig. Die Erfassung von räumlichen Daten vor Ort ist in den häufig abgelegenen Camps schwierig und teilweise sogar gefährlich. Das EO4HumEn Projekt zielt deshalb darauf ab, prä-operationelle Dienste zu entwickeln um somit humanitäre Hilfe während Krisensituationen durch aus Erdbeobachtung und GIS Daten abgeleitete Geoinformation zu unterstützen. Die entwickelten Produkte werden als Karten, Online Web Dienste sowie in Form von Berichten zur Verfügung gestellt und vom User in Bezug auf Relevanz und Nutzbarkeit vollständig validiert.

Abstract

Population displacement due to armed conflicts, regional crisis, or natural disasters often leads to large-scale, highly dynamic settlements which challenge humanitarian relief operations. During crisis situations up-to date, targeted and reliable information on population numbers and densities, potential groundwater reservoirs and the impact on the local environment is required for mission planning as well as for the day-to-day operation of refugee and/or IDP (internally displaced person) camps. The acquisition of in-situ spatial data in these often remotely located camp surroundings is challenging and sometimes even dangerous. Thus the CARE project aims at developing pre-operational services to support humanitarian operations during crisis situations by means of dedicated geo-spatial information products derived from Earth observation (EO) and GIS data. The developed products will be provided as maps, online web services and reports and will be fully validated by the user in terms of their relevance and usability.
