Projektbeschreibung

Aufbauend auf den Ergebnissen des ASAP8 Projektes HighSens zielt das vorgeschlagene Folgeprojekt HighSens II darauf ab, die ursprünglich für HighSens-1 vorgeschlagenen Entwicklungen zu komplettieren und gleichzeitig um neue technologische Kernkomponenten zu erweitern. Diese Komponenten werden eine hochautomatisierte und kontinuierliche Landbeobachtung in Österreich auf Basis von Satellitendaten ermöglichen. Realistische Marktschätzungen gehen von einer Hebelwirkung von 1:10 und daher etwa 5 Mio € für das Konsortium bis 2017 aus. Im Vordergrund steht 1) die Entwicklung und Validierung einer leistungsfähigen Prozesskette für die vollautomatische Orthorektifizierung von Pléiades-Daten in großflächigem Maßstab u.a. für urbane Anwendungen im Kataster-Maßstab 1:2.5.000. Die Geokodierung und Orthorektifizierung der Satellitendaten soll eine deutlich höhere Präzision als kommerzielle Lösungen (z.B. ASTRIUM) erreichen. 2) die Entwicklung und Validierung eines auf Pléiades-Daten basierenden 3D-Prototypen für Gebäudeprodukte, mit verbessertem Informationsgehalt für Raumplanungsanwendungen und Marktchancen in der österreichischen Verwaltung; 3) die Entwicklung und Validierung einer auf Sentinel-2-Daten basierenden Mustererkennungsmethode zur Erfassung von Landschaftsveränderungen, um kostenaufwändige Bildakquisitionen zu optimieren und die Position österreichischer Akteure für zukünftige ESA Ausschreibungen und im europäischen Land-Monitoring auszubauen; 4) die Vermarktung der entwickelten Kapazitäten, um Pléiades- und Sentinel-2-basierte Lösungen am Markt anbieten zu können und österreichische Erdbeobachtungs-Dienstleister als hochwertige Partner für die Industrie und für künftige europäische Investitionen zu etablieren.

Abstract

Building upon the results of the ASAP8 project HighSens, the proposed successor project HighSens II aims at completing the original proposed and new key technological component developments towards a routine, fully automated satellite based land monitoring in Austria. It will finally “set the roof on the Land Information System Austria (LISA)”. According to the realistic business scenario new business from HighSens-II is estimated to amount to a leverage of 1:10 and therefore to 5 Mio€ for the project consortium until 2017. Specifically, HighSens-II will 1) develop and benchmark a performant Pléiades processing chain for fully automated, large scale orthorectification, serving users with a precision needed for “cadastre like” 1:2.500 scale urban mapping and outperforming existing commercial solutions as provided by ASTRIUM; 2) develop and validate a Pléiades based 3D prototype product for urban mapping applications, offering superior information content for spatial planning applications with the prospect for wider market uptake by Austrian public administration; 3) develop a Sentinel-2 based pattern recognition method to enable a predictive tasking capacity, supporting users to significantly reduce costs for future VHR image acquisitions and change assessments, as well as to strengthen Austrian EO industry’s position for future ESA opportunities and in European Land Monitoring ; 4) promote the developed capacities to provide Pléiades and Sentinel-2 based service solutions to qualify Austrian EO service suppliers as high level industry partners and to qualify future European investments.
