Die zunehmende Urbanisierung in Österreich und international erfordert die Entwicklung zahlreicher neuer Stadterweiterungsgebiete. Gleichzeitig definieren mehr und mehr Städte politische Rahmenstrategien zu Nachhaltigkeit und zur Entwicklung von „Smart Cities“. Ein wesentlicher Baustein für nachhaltige Stadtteile bzw. Stadtentwicklungsgebiete sind nachhaltige urbane Energiesysteme. Diese produzieren erneuerbare Energie in einer lokalen Versorgungseinheit vor Ort. Die dabei gewonnene Energie wird gebäudeübergreifend geliefert. Allerdings sind Projekte im großen Maßstab aufgrund der hohen Komplexität und fehlender Finanzierungslösungen bislang schwer umzusetzen. Ohne entsprechenden und gesteuerten Stakeholderprozess und die Gründung von Projektgesellschaften, die es bisher in Österreich für Projekte > 10 Mio. Euro nicht gibt, kommen gebäudeübergreifende erneuerbare Energieversorgungssysteme nicht zustande. Die Versorgung erfolgt dann wie bisher mit objektweisen Einzellösungen mit leitungsgebundenen, meist fossilen Energiesystemen. Ziel des Projekts ist es, die Voraussetzungen dafür zu schaffen, die gebäudeübergreifende Versorgung von großen Stadtentwicklungsgebieten mit erneuerbaren Energieträgern mittels lokalen Versorgungseinheiten voranzutreiben und damit den Bedarf an fossilen Energieträgern, sowie überregionaler Energieversorgungsinfrastruktur zu reduzieren. Eine Möglichkeit zur Überwindung der Hindernisse stellt die Gründung von Projektgesellschaften als Zusammenschluss diverser Stakeholder dar. Projektgesellschaften ermöglichen es, die Finanzierungskosten zu reduzieren und die anfangs hohen Investitionskosten für erneuerbare Energiesysteme zu tragen. Der innovative Aspekt bei der Gründung von Projektgesellschaften zur Realisierung von nachhaltigen urbanen Energiesystemen ist der Zusammenschluss verschiedener Marktakteure, um die gemeinsame Finanzierung des Energiebereitstellungssystems für das Stadtentwicklungsgebiet sicherzustellen. Zentrales Ergebnis des Projekts INFINITE ist die Definition und Ausarbeitung von rechtlichen und organisatorischen Grundlagen für die Errichtung von innovativen Projektgesellschaften zur Finanzierung und Umsetzung von komplexen urbanen Energiesystemen. Dies umfasst die Entwicklung eines Muster-Gesellschaftsvertrages und idealtypischen Business-Plans inkl. Klärung von rechtlichen Aspekten, sowie die Erstellung eines Governance-Prozessleitfadens für Stadtverwaltungen. Der Business Plan wird am konkreten Fall Wien Donaufeld getestet. Die notwendigen Prozesselemente werden anhand einer österreichischen Stadt analysiert, bspw. Linz, Graz oder Wien. Die Ergebnisse und abgeleiteten Empfehlungen werden auf nationaler und internationaler Ebene verbreitet. Die Nutzung der erarbeiteten Vorlagen ermöglicht es anderen Stadtentwicklungsgebieten in Österreich und auch international, dieses innovative Modell standardisiert umzusetzen und gleichzeitig durch das erweiterte Dienstleistungsangebot die Wettbewerbsfähigkeit der einzelnen Stakeholder zu stärken.

Abstract

Ongoing urbanisation in Austria and worldwide require the development of numerous new urban areas to house the growing population. At the same time more and more cities commit to policy strategies for sustainability and the development towards “smart cities”. One key aspect of a sustainable urban area is a renewable energy supply. Within the frame of the INFINITE-project the characteristics of sustainable urban energy supplies are the application of local supply units, the use of local renewable energy sources and the distribution across buildings. The complexity of such projects and a lack of existing financing models make the realisation of large-scale sustainable urban energy supplies difficult. Without adequate stakeholder processes and the establishment of project corporations, which have not yet been established for such projects larger 10 Mio. € in Austria, sustainable energy supply systems linking several buildings are not likely to be implemented. Instead, solutions for individual buildings using grid-bound, mostly fossil energy carriers continue to be applied. The aim of the INFINITE-project is to lay the foundations for a more wide-spread implementation of urban energy supply systems across buildings using renewable energy sources produced in local supply units. At the same time the projects supports to reduce the demand for fossil fuels and higher-level energy infrastructure. To overcome existing barriers the establishment of project corporations as a fusion of diverse stakeholders is proposed. By the erection of such corporations financial transaction costs can be reduced and high initial investment costs of renewable energy systems can be borne. The innovation is that the project corporations will be established for the joint financing of a sustainable urban energy supply systems to assure the energy supply with renewables across buildings in an urban development area. The main result of the project is the development of foundations for the establishment of innovative project corporations for financing and realisation of complex urban energy supply systems. This includes the development of a model corporation agreement, an ideal type business plan including legal aspects as well as the preparation of a governance process guideline for municipal authorities. The business plan is to be tested in the urban development area Wien Donaufeld. The required process elements will be analysed based on an Austrian city, e.g. Linz, Graz or Vienna. The results and recommendations will be distributed on national and international level. The use of all generated templates empowers other urban development areas in Austria and abroad to promote this innovative model in a standardised way and at the same time enlarge the range of services to increase the competitiveness of the stakeholders.
