Projektbeschreibung

Die intensivierten Migrationsbewegungen der letzten Jahre stellen Behörden, Kommunen, Hilfsorganisationen, NGOs und auch die Polizei, v.a. aber MigrantInnen selbst zunehmend vor große Herausforderungen, wie z.B. Aufnahme, Weiterleitung, Versorgung und Unter-bringung von MigrantInnen. Aktuelle Ereignisse wie die Migrationswelle 2015/16 in Österreich und Deutschland haben gezeigt, dass etablierte Methoden im Migrationsmanagement an ihre Grenzen stoßen. Es mangelt oft an schnell verfügbaren Daten und für eine Entschei-dungsunterstützung aufbereiteter Information zur Gewährleistung humanitärer Sicherheit. P1: Die zentrale Problemstellung ist das Fehlen eines aktuellen Lagebildes, das im Mangel an umfassenden, zeitnahen und objektiven Daten begründet ist. P2: Zeitgleich ist auch die oft vernachlässigte Betrachtung von ethischen, soziologischen und rechtlichen Rahmenbedingungen von essentieller Wichtigkeit. P3: Ein weiteres Problem ist eine fehlende Unterstützung der Kommunikation, also dem bi-direktionalen Informationsaustausch zwischen allen Akteuren. P4: Außerdem ist die oft mangelhafte Integrierbarkeit von Projektentwicklungen in be-stehende, bewährte Prozessketten bei potenziellen Endanwendern zu berücksichtigen. Das HUMAN+ Projekt adressiert alle genannten Problemstellungen zur Gewährleistung von humanitärer Sicherheit und einer besseren Vorbereitung auf Migrationswellen. Problemlösung 1: HUMAN+ zielt auf die Entwicklung eines integrativen Echtzeit-Lagebildes auf Basis von sozialen Medien, in-situ Bildern und Fernerkundungsdaten, sowie auf die Erstellung kurzfristiger Prognosen von Migrationsentwicklungen ab. Problemlösung 2: Ethische, soziologische und rechtliche Fragestellungen werden ein-gehend bearbeitet und mit Hilfe eines Ethical Board erforscht und reflektiert. Problemlösung 3: Bidirektionaler Informationsaustausch wird durch den Einsatz von stan-dardisierten Schnittstellen für automatisierten Datenaustausch gewährleistet. Problemlösung 4: Integrierbarkeit wird durch Einbindung möglicher Endanwender, ein Übungsszenario, und Interoperabilitätstests in labornahen Testumgebungen erreicht. Die wissenschaftlichen und technischen Ziele von HUMAN+ umfassen drei Bereiche: *Migrationsbewegungen: Detektion und Vorhersage von Migrationsbewegungen, Identi-fikation von Migrationsschwerpunkten, umfassende Betrachtung von ELSI-Aspekten *Lagebilderstellung: Erstellung eines echtzeitnahen Lagebildes, echtzeitnahe Daten-analyse (soziale Medien und Bilddaten), Erstellung kurzfristiger Prognosen *Information und Entscheidungsunterstützung: nutzergruppenabhängige, interaktive Informationsvisualisierung, (semi-) automatisierte Qualitätskontrollen, Sicherstellung der Interoperabilität mit Hilfe eines labornahen Versuchsaufbaus und einem Übungsszenario Dabei adressiert HUMAN+ drei Sicherheitsszenarien: Unterstützung von kritischen Inland-situationen auf Grund großer Mengen von MigrantInnen, Optimierung der Situation an europäischen Grenzen, Bewertung von Informationen aus internationalen Krisenregionen

Abstract

The intensified migratory movements of the last few years are increasingly posing major chal-lenges to authorities, municipalities, relief organizations, NGOs, as well as the police, - such as reception, transfer, supply and accommodation of migrants. These are challenging situations, both for the organisations involved and for the migrants themselves. Current events, including the migration wave in 2015/16 in Austria and Germany, have shown that established methods in migration management have reached their limits because rapidly available data and user-centred information for decision support to ensure humanitarian security is often-times lacking. P1: The central problem is the absence of an up-to-date situational awareness picture, which is due to the lack of comprehensive, near real-time and objective data. P2: At the same time, the consideration of ethical, sociological and legal framework condi-tions plays an essential role, which has oftentimes been neglected. P3: Another problem is the lack of support for communication, i.e. the bi-directional ex-change of information between all actors, particularly across borders. P4: In addition, the integration of project developments into existing, proven process chains must be taken into account to develop tailored solutions for potential end users. The HUMAN+ project addresses all of the above mentioned issues to ensure humanitarian safety and better preparation for migration waves. Solution 1: The HUMAN+ project aims to develop an integrative, near real-time situational awareness picture based on social media, in-situ imagery and remote sensing data. Solution 2: Ethical, sociological and legal questions will be researched in detail throughout the project and reflected with the help of an ethical board. Solution 3: Bidirectional information exchange is ensured by the use of standardised inter-faces for automated data exchange. Solution 4: Integrability is achieved by including possible end users into the project consorti-um, an exercise scenario, and interoperability testing in lab-based test environments. The scientific and technical objectives of HUMAN+ comprise three aspects: *Migration movements: detection and prediction of migration movements, identification of migration focal points, comprehensive consideration of ELSI aspects *Situational awareness picture: creation of a real-life situation assessment image, real-time data analysis (social media and image data), preparation of short-term forecasts *Information and decision support: user-specific, interactive information visualisation, (semi-) automated quality controls, ensuring interoperability with a lab-based experimental set-up and an exercise scenario The HUMAN+ project addresses three safety scenarios: support in critical domestic situa-tions through large migrant crowds, optimising the situation at European borders, assessment of information from international crisis regions.
