Projektbeschreibung

Trotz der derzeit zügig voranschreitenden Erarbeitung und Neuordnung von Zulassungs- und Betriebsvorschriften für unbemannte Flugsysteme auf nationaler (Novellierung Luftfahrtgesetz: UAS Klasse 1 und 2), als auch europäischer Ebene (EASA-Grundverordnung bzw. „Aviation Package“), ist die illegale Nutzung von „Drohnen“ stark im Steigen begriffen und umfasst unter anderem den Betrieb von RPAS im Kontrollbereich von Flughäfen, über Menschenansammlungen, oder im Bereich von Kulturdenkmälern und Industrieanlagen, bis hin zur Möglichkeit der Durchführung von Straftaten und Terroranschlägen. Die Sondierung „NoDroneZone“ zielt darauf ab, neue Forschungsansätze zur Regulierung des zivilen Drohnenbetriebs zu entwickeln und verfolgt dabei einen ganzheitlichen Ansatz, der sowohl den kooperativen, als auch unkooperativen Betrieb von RPAS abdeckt. Heutige RPAS-Abwehrkonzepte zielen überwiegend auf die Unterbindung von unkooperativen Drohnenflügen ab und setzen Verfahren wie Jamming (meist Störung und Blockade der Kommunikationsfrequenz des Autopiloten), Spoofing (z.B. Vortäuschen falscher GNSS-Koordinaten), oder mechanische Abfangverfahren (etwa mittels Abwurf von Netzen oder trainierter Greifvögeln) ein. Im Rahmen der Sondierung sollen ergänzende Ansätze betrachtet und bewertet und Möglichkeiten der Integration mit den oben exemplarisch genannten bereits bekannten Verfahren gesucht werden: Zum einen wird der Bereich e-Security abgedeckt, um entlang der Wertschöpfungskette (beginnend mit der RPAS-Pilotenlizenz bis hin zum Autopiloten) sicherzustellen, dass ausschließlich autorisierte Benutzer die für sie autorisierten Fluggeräte in Betrieb nehmen können. Umgekehrt sollen Benutzer über eine bevorstehende Unterbindungsmaßnahme (etwa Auslösung eines mitgeführten Rettungsfallschirms) informiert werden. Zum anderen wird exemplarisch untersucht, inwieweit populäre Autopiloten mit teils offengelegten Schnittstellen anhand der Funkschnittstelle mit Methoden der Cyber-Security beeinflusst und die Fortsetzung eines Flugs so unterbunden werden kann. Als Ergebnisse der vorgeschlagenen Sondierung liegt eine Bewertungsmatrix vor, die anhand einer Gap-Analyse angibt, welche Interventionsansätze alleine, oder in Kombination mit anderen Methoden und Maßnahmen die Schaffung einer „NoDroneZone“ ermöglichen, ohne durch den Eingriff unkontrollierte Abstürze zu provozieren. Die Matrix dient als Basis für ein Folgevorhaben, um in diesem das vielversprechendste Konzept weiter zu untersuchen und hin zu einem Demonstrator zu entwickeln.

Abstract

Regulations for the registration and the operation of unmanned aerial vehicles (UAVs) are currently being developed at national level (amendment of the aviation act: UAS Classes 1 and 2) and at European level (EASA Basic Regulation or "Aviation Package"). However, the illegal use of drones is growing rapidly, including the operation of RPAS in the control zone around airports, above crowds of people or in the vicinity of cultural monuments and industrial facilities, which would offer an opportunity for criminal acts and even terrorist attacks. The project "NoDroneZone" aims to develop new research approaches to regulate civilian drone operations by applying a holistic approach that covers both cooperative and uncooperative operations of RPAS. Today's RPAS defence concepts primarily aim at suppressing uncooperative drone flights and use methods such as jamming (usually a disruption and blockade of the autopilot's communication frequency), spoofing (e.g., pretending false GNSS coordinates) or mechanical interception techniques (such as dropping nets or trained raptors). Within the scope of this exploratory project, complementary defence approaches are considered and evaluated. Possibilities for the integration of the above mentioned procedures are examined: On the one hand, the area e-Security will be covered along the value chain to ensure that only authorised users can command their authorised aircraft (starting with the RPAS pilot license and moving up to the autopilot). Conversely, users should be informed about an imminent interruption measure (such as triggering an emergency parachute). On the other hand, it will be examined to what extent popular autopilots with partly disclosed interfaces can be influenced by means of cyber-security interference over the radio interface and if the continuation of a flight can be prevented through wireless intervention. The result of the proposed exploratory project is a rating matrix based on a gap analysis that shows which intervention approaches, alone or in combination with other methods and measures, allow the creation of a "NoDroneZone" without provoking uncontrolled crashes. This matrix will serve as the basis for a follow-up project in order to further investigate the most promising concept and to develop an appropriate demonstrator.
