Österreich auf dem Weg zu einer „transport efficient society“ Der Verkehr als emissionsstärkster Sektor steht im Zentrum der österreichischen Klimastrategie. Diese bekräftigt, dass Mobilität in jedem Fall erhalten und gefördert werden muss, jedoch das Prinzip vermeiden – verlagern – verbessern anzuwenden ist, um diese in einer wesentlich nachhaltigeren Form zu organisieren. Nur eine breite Palette unterschiedlicher Maßnahmen kann diesem Prinzip gerecht werden. Eine Mobility-as-a-Service (MaaS)-Plattform ermöglicht es, bestehende und zukünftige Mobilitätsangebote nahtlos und attraktiv für die zukünftigen NutzerInnen bereitzustellen und so die Wende zu einer „transport efficient society“ zu schaffen. Aktuell besteht jedoch eine Reihe von Hindernissen in sozialer, rechtlicher, regionaler und organisatorischer Hinsicht. MaaS made in Austria Hauptziel von DOMINO ist die Entwicklung eines durchgängigen, öffentlich zugänglichen Mobilitätsangebots, dass möglichst barrierefrei von allen NutzerInnen in Anspruch genommen werden kann und die Mobilitäts- und Klimaziele der öffentlichen Hand unterstützt. In drei Testregionen sollen ausgehend von den Userbedürfnissen neue Angebote geschaffen und bestehende Services in ein „MaaS made in Austria“ - Ökosystem integriert werden. Dabei wird MaaS als eine nutzerorientierte, multi- und intermodale Dienstleistung definiert, die die Angebote bestehender Mobilitätsanbieter in den drei Kernkomponenten „multimodale Reiseinformation“, „Buchung/Reservierung/Bezahlung/Abrechnung“ und „Sharing Mobility“ weitgehend integriert und gleichzeitig als Basis für neue Dienstleistungen fungiert. Intermodale und kooperative Verkehrssteuerung Für eine wirksame Steuerung im Rahmen von MaaS sind die notwendigen Informationen wann, wohin und mit welchen Koordinationsregeln gesteuert und somit der Verkehr verlagert wird. Durch das Schaffen von technischen Voraussetzungen, die bestehende und neue Services vernetzen, werden nachhaltige Wirkungen für den Gesamtverkehr erzielt. Die Verwirklichung dieser Ziele verfolgt DOMINO anhand dreier Innovationsfelder: _ Sozial: Die Bedürfnisse der MobilitätsnutzerInnen stehen im Mittelpunkt und sind Ausgangspunkt der Angebotsgestaltung. _ Institutionell und organisatorisch: Neue Formen der Zusammenarbeit zwischen öffentlicher Hand und AkteurInnen aus der Privatwirtschaft werden definiert und geregelt. _ Technisch: Die Schwerpunkte liegen auf der Integration ländlicher Mobilitätsservices (Mikro-ÖV, Ride-Sharing, …), dem Aufbau einer intermodalen Verkehrssteuerung sowie der Entwicklung von Algorithmen zur Sicherstellung einer Mobilitätsgarantie. Zur nachhaltigen Absicherung von “MaaS made in Austria” wirken im Konsortium maßgebliche AkteurInnen der österreichischen Mobilitätslandschaft zusammen. Damit soll die Übertragung der Ergebnisse von DOMINO auf andere Regionen in Österreich gewährleistet werden.
Abstract
Austria on the way to becoming a transport efficient society As the sector with the highest level of emissions, transport is a main topic of the Austrian Climate Strategy. Although the Strategy confirms that mobility must be maintained and promoted, it should be organized in a much more sustainable way, according to the principle of avoidance – relocation – improvement. Only a wide range of different measures can do justice to this principle. A Mobility-as-a-Service (MaaS) platform makes it possible to provide existing and future mobility offers seamlessly and attractively for future users in order to create a turning point towards a transport efficient society. However, there are currently several obstacles in social, legal, regional and organizational terms. MaaS made in Austria The main objective of DOMINO is to develop a universal, publicly accessible mobility service that is as barrier-free as possible for users and supports the Austrian mobility- and climate- objectives. In three test regions new offers are to be created based on user needs as well as existing mobility services will be integrated into a “MaaS made in Austria” - ecosystem. MaaS is defined as a user-oriented, multi- and intermodal service that aims to largely combine the offers of existing mobility providers within the framework of the three core components “multimodal travel information”, “booking/reservation/payment/accounting” and “sharing mobility” in an integrative service and at the same time serve as a basis for new services. Intermodal and cooperative traffic control Control within the framework of MaaS is only effective if you know when, where and with which coordination rules you control traffic and therefore shift it. In DOMINO the technical prerequisites are created to connect existing and new mobility services in a way, that sustainable effects are generated for the entire transport system. DOMINO pursues the realization of these goals based on three areas of innovation: _ Social: The needs of mobility users are the starting point to design the mobility services. _ Institutional and organizational: New forms of cooperation between public authorities and private sector companies are defined and regulated for MaaS made in Austria. _ Technical: The focus is on the digitization and integration of rural mobility services (micro-public transport, ride-sharing, ...), the development of an intermodal traffic management system and the creation of algorithms to ensure a mobility guarantee for users. In order to ensure the sustainable implementation of MaaS made in Austria, the key players in the Austrian mobility landscape work together within the consortium. This should ensure the transfer of the results from DOMINO to other regions in Austria.
