Projektbeschreibung

Local Energy Communities (LECs), speziell in der Ausprägung als Erneuerbare-Energie-Gemeinschaften, haben das Potential, die Energiewende zu unterstützen und werden auf EU-Ebene, aber auch nationaler Ebene politisch und gesellschaftlich unterstützt. Momentan läuft die Definition des regulatorischen und gesetzlichen Rahmens, die technische Umsetzung ist noch weitgehend offen. Eine geschickte Integration von LECs ins Gesamtsystem ist notwendig, damit die LECs einerseits ihre Ziele verfolgen können, andererseits aber einen Beitrag für das Gesamtsystem leisten können, z.B. die Reduktion der Spitzen der Dauerlinie, das heißt die Vermeidung von Last- und Einspeisespitzen sowie die Sicherstellung der Resilienz. Erfolgt die Integration unkoordiniert, besteht umgekehrt die Gefahr, dass LECs das Gesamtsystem negativ beeinflussen und die Resilienz beeinträchtigen. Momentan existiert noch keine Vision, wie die digitale Integration von LECs passieren soll. Dies birgt die Gefahr, dass ein Wildwuchs verschiedener Lösungen entsteht, welche ineffizient und unabgestimmt agieren. Genau hier setzt das vorliegende Projekt ECOSINT an: der Ermöglichung der smarten Integration von LECs ins Gesamtsystem. Dazu werden drei Ziele realisiert: • Die umfassende Analyse der Ziele und Möglichkeiten von LECs, sowie aller Anforderungen, die von LECs gestellt werden und aller Anforderungen, die an LECs gestellt werden • Die Konzeption einer offenen, sicheren, modularen und skalierbaren IT-Systemarchitektur für die Integration und den Betrieb von LECs • Die simulative Validierung und Proof-of-Concept-Evaluierung für ausgewählte Use Cases Die Definition von verschiedenen LECs, sowie ihrer Anforderungen, aber auch die Anforderungen an LECs werden in ECOSINT umfassend analysiert. Das Konsortium ist breit (LEC-Betreiber, Regulator, Netzbetreiber, Lösungsanbieter, Forschung für Systems Engineering, Informations- und Kommunikationstechnologie, Sozioökonomie, Energienetze) aufgestellt und deckt alle Dimensionen der LEC-Integration ab. Diese Breite erlaubt es, die Analyse aus allen relevanten Perspektiven (regulatorisch, tariflich, sozio-ökonomisch, technisch) durchzuführen. Weitere Expertise wird über Stakeholder-Workshops eingeholt (dem Antrag liegen acht LOIs von Gemeinden und Organisationen bei). Ein Ergebnis des Projekts ist die systematische und formale Einordnung aller Ziele und Anforderungen für die smarte Integration von LECs. Ein weiteres wichtiges Projektergebnis ist die einheitliche IT-Systemarchitektur für LECs, die auf der umfassenden Analyse aller Rahmenbedingungen fußt. Durch diese einheitliche Architektur ist einerseits sichergestellt, dass nicht für jede LEC von vorne begonnen werden muss, dass wichtige Anforderungen wie IT-Security und der Schutz der Privatsphäre umfassend berücksichtigt werden (und zwar „by design“), dass interne und externe Schnittstellen einheitlich bereitgestellt werden und dass die einzelnen LECs das Gesamtsystem unterstützen und nicht behindern. Andererseits sorgt die Konzeption der IT-Systemarchitektur als modulare Plattform dafür, dass verschiedenste Ausprägungen und Größen von LECs unterstützt werden können, und dass Drittanbieter verschiedene Lösungsansätze anbieten können. Zum Beispiel soll eine LEC bei der Eigenverbrauchsoptimierung aus einer Reihe möglicher Ansätze wählen können, und sich etwa für einen auf Machine-Learning-Methoden basierenden Ansatz entscheiden können. Die Systemarchitektur liefert als Plattform dafür die Basis und die grundlegenden Schnittstellen (etwa für sicheren Datenzugriff). Die IT-Systemarchitektur wird als vollständiges, digitales UML Modell vorliegen; basierend auf der umfassenden Anforderungsanalyse. Eine Instanziierung der Systemarchitektur für einzelne LECs wird exemplarisch demonstriert, simulativ validiert und zusammen mit Stakeholdern evaluiert. Insgesamt wird durch das vorliegende Projekt die Basis geschaffen, um LECs effizient und sicher zu integrieren und zu betreiben, ihre internen Ziele zu gewährleisten und gleichzeitig den Nutzen für das Gesamtenergiesystem zu optimieren.

Abstract

Local Energy Communities (LECs), especially in the sense of Renewable Energy Communities, have the potential to support the energy turn from fossil to renewable energy source. LECs are thus supported on the political and societal level, both nationally and by the European Union. At the moment, the regulatory and legislative framework is being drafted, while the detailed technical implementation of LECs is still open. A smart approach to the integration of LECs into the whole system is necessary, on the one hand to allow LECs to fulfill their goal, while on the other hand ensuring that they exhibit a positive contribution to the energy system as a whole, e.g., to reduce peak loads or to increase the resilience of the energy system. Conversely, an uncoordinated integration of LECs could have a negative impact on the energy system as a whole and be detrimental to its resilience. Currently, no vision exists for the digital integration of LECs, which could lead to the situation of a plethora of different and incompatible solutions, which would act in an inefficient and uncoordinated manner. This is where the proposed project comes in: ECOSINT will enable the smart integration of LECs into the energy system. For this purpose, three goals will be realized: • The comprehensive analysis of the goals an possibilities of LECs, as well as all the requirements that are posed by an LEC, but also all requirements that are posed to an LECS • The conception of an open, secure, modular and scalable IT Systems Architecture for the integration and operation of LECs • The simulative validation and proof of concept evaluation for selected use cases In ECOSINT, the definition of different LEC-variants will be analyzed, as well as their requirements and the requirements for their integration. The consortium offers a broad expertise to address all dimensions of LEC integration (LEC operator, regulator, distribution grid operator, solution provider, as well as researchers of systems engineering, information and communication technologies, socio-economics and energy grids). This broadness enables the analysis in all relevant perspectives (regulatory, tariffs, socio-economic, technical). Further expertise will be acquired through stakeholder workshops (the proposal is supported by eight LOIs from communities and organizations). One project result will the systematization and formalization of all aims and requirements for the smart integration of LECs. Another important project results will be a unified IT Systems Architecture for LECs, which is based on the comprehensive requirements analysis. On the one hand, this unified architecture will ensure that not every LEC has to start from scratch and that important requirements such as IT-security and the preservation of privacy are regarded by design, that internal and external interfaces are clearly defined and that individual LECs support the energy system as a whole, rather than hindering its operation. On the other hand, the concept of a modular architecture will support different variants and sizes of LECs and will enable solution providers to offer a range of approaches for use cases in an LEC. For example, for optimizing the local usage of energy produced in the LEC, the LEC could choose to select an approach based on machine learning. The systems architecture provides the platform for this service, including the relevant interfaces, e.g. for secure data access. The IT systems architecture will be made available as a complete, digital UML model, based on the comprehensive analysis of requirements. An instantiation of the systems architecture for individual LECs will be demonstrated at an example and simulatively validated. An evaluation will be done together with all relevant stakeholders. Overall, the proposed project will provide the basis for the efficient and secure integration and operation of LECs, and will allow LECs to fulfill their internal goals, while at the same time optimizing the benefit of LECs for the energy system as a whole.
