Projektbeschreibung

Damit Nachhaltigkeitsziele wie das Pariser Abkommen oder SDG11 erreicht werden, ist die Neuorganisation urbaner Räume notwendig, um das Stoffwechselregime der Mobilität in ein Verkehrssystem ohne fossile Brennstoffe und Emissionen umzuwandeln, sowie das Gehen, Radfahren und öffentliche Verkehrsmittel zu priorisieren. Barcelonas Superblock-Konzept - eine transformative Raum- und Mobilitätsinnovation zur Betonung des menschlichen Maßstabs - eröffnet Wege für klimaangepasste, gesunde und resiliente Städte, in denen zugängliche und verbundene Mikroquartiere Lebensqualität und Nachhaltigkeit gewährleisten. Eine Neuaufteilung von Straßenraum ist auch aktuell in den städtischen Anpassungen an COVID19 von größter Bedeutung. TuneOurBlock validiert, internationalisiert und erweitert das Superblock-Konzept als Politik- und Planungsstrategie für transformative Stadtgestaltung. VerwaltungsbeamtInnen, StädteplanerInnen, ForscherInnen und NGOs erarbeiten wirksame und übertragbare Richtlinien, Policy-Optionen und Instrumente zur Umsetzung von Superblocks in europäischen Städten. TuneOurBlock untersucht Strategien zur Einbeziehung verschiedener Stakeholdergruppen und praktische Schritte für Implementierungsprozesse. Diese Strategien werden in Urban Living Labs (Wien & Berlin) getestet, von Partnern in Slowenien und Rumänien sowie durch europaweite Referenzgruppen kommunaler und zivilgesellschaftlicher Akteure validiert. TuneOurBlock bietet Empfehlungen für die Umsetzung von Superblock Konzepten in europäischen Städten und allgemeines Wissen darüber, wie transformative städtische Interventionen effektiv angegangen werden können. Die Ergebnisse werden für politische Entscheidungsträger, Stadtverwaltungen, Hochschulen, den privaten Sektor sowie die Zivilgesellschaft aufbereitet.

Abstract

Meeting sustainability goals like the Paris Agreement or SDG11 requires re-allocating urban space to transform the metabolic regime of mobility towards a fossil-fuel-free, zero-emission transport system prioritising walking, cycling and public transport. Barcelona’s Superblock concept – a disruptive spatial and mobility innovation emphasising human scale – opens pathways for climate-adapted, healthy and resilient cities where accessible and connected micro-neighbourhoods ensure liveability and sustainability. Such re-allocation of street space is currently of utmost importance in urban adaptations to COVID19. TuneOurBlock validates, internationalizes and expands the Superblock concept as policy and planning strategy for transformational urban adaptation. Municipal planners, practitioners, researchers, and NGOs, co-create effective and transferrable guidelines, policy options and tools for implementing Superblocks in varied urban contexts. TuneOurBlock examines strategies to respectfully involve diverse stakeholders and explores practical steps for implementation processes. These strategies are tested in Urban Living Labs (Vienna & Berlin), validated by partners in Slovenia and Romania and with Europe-wide peer-groups of municipal and civic stakeholders. TuneOurBlock provides recommendations for empowering Superblock implementations in European cities and general knowledge for how to effectively approach transformational urban interventions. A strong dissemination package transfers the results to policymakers, municipal administrations, academia, the private sector and civil society.
