Ausgangsituation und Motivation der Stadt Klagenfurt: In der Gemeinderatsitzung vom 27.11.2018 wurde die aktuelle Smart City Strategie der Landeshauptstadt Klagenfurt beschlossen, die aktuell in der Version 6.0 184 Maßnahmen, welche auf 9 Handlungsfelder aufgeteilt worden sind, aufweist. Damit sollte es möglich sein, die Treibhausgase bis 2030 um mindestens 70% und bis 2040 um mindestens 90% zu reduzieren. Erste Umsetzungserfolge werden im neuen Mobilitäts­kon­zept zur Attraktivierung des ÖPNV und im Ausbau der Energiegewinnung durch erneuerbare Ener­gieträger sichtbar. Parallel dazu ergibt sich zugleich ein erster größerer Adaptierungsbedarf der Strategie: Einerseits zeigte die demographische Entwick­lung die Notwendigkeit für ein zusätzliches 9. Handlungsfeld “Generationen”, in dem intergenerationales Zusammenleben, soziale Aspekte und die Berücksichtigung globaler Nachhaltigkeitsziele (SDGs) forciert werden. Andererseits setzt Horizont Europa (HE) mit seiner Initiative von „100 Climateneutral Cities by 2030“ den österreichischen Städten das ambitionierte Ziel, bereits mit 2030 klimaneutral zu werden. Da Klagenfurts Smart City Strategie derzeit eine Klimaneutralität bis 2040 als realistisch erscheinen lässt, wird hier eine fundamentale Neuausrichtung und Planung notwendig sein. Beiden Herausforderungen stellt sich die Stadt Klagenfurt im Rahmen des vorliegenden Stadt der Zukunft Projektes. Innovationsgehalt: Klagenfurt möchte eine klimaneutrale und smarte Stadt werden! Innovativ am vorliegenden Projekt ist, dass sowohl Szenarien, als auch Visionsentwicklung und Roadmap partizipativ erarbeitet werden und dabei auf Basis einer Kooperation mit Höheren Schulen eine möglichst hohe Beteiligung junger KlagenfurterInnen erreicht werden soll. Ergänzt werden die Perspektiven der Jugendlichen durch VertreterInnen von Wirtschaft, Zivilgesellschaft, Politik und Verwaltung. Innovativ ist auch das Zuordnen global gültiger SDGs (Sustainable Development Goals) zu den neun Klagenfurter Handlungs­feldern mit ihren Ziel- und Indikatorensystemen sowie die Integration beider in ein ganzheitliches Wirkungsmonitoring-Modell. Letzteres ermöglicht als Stadtentwicklungsinstrument beides, a) die laufende Adap­tierung und Anpassung an nationale und europäische Entwicklungen und b) die Entschei­dung für das Aufsetzen von und Auswerten erfolgreich ab­ge­schlossener Maßnahmenbündel zur Erreichung einer klimaneutralen Stadt Klagenfurt bis 2030. Angestrebte Ergebnisse und Erkenntnisse: Klagenfurt erwartet sich eine auf Erreichung der Klimaneutralität und SDGs 2030 hin ausgerichtete, mit jungen BürgerInnen und Stakeholdern adaptierte Smart City Strategie als Eintrittstor zu den 100 klimaneutralen Städten Europas. Diese Strategie wird neben einer Vision, eine Roadmap mit Maßnahmen zur Erreichung der Klimaneutralität 2030 beinhalten. Ein Umsetzungsplan inklusive möglicher Finanzie­rungsoptionen wird anhand eines Stadtquartiers erarbeitet. Für die Teilnahme an der urbanen Mission von Horizont Europe „100 Climateneutral Cities by 2030“ gibt es einen Struktur- und Kapazitätsplan.

Abstract

Initial situation and motivation of the city of Klagenfurt: In the municipal council meeting of 27.11.2018, the current Smart City Strategy of the provincial capital of Klagenfurt was adopted, which currently has 184 measures in version 6.0, which have been divided into 9 fields of action. This should make it possible to reduce greenhouse gases by at least 70% by 2030 and at least 90% by 2040. The first successes in implementation are visible in the new mobility concept for making local public transport more attractive and in the expansion of energy production using renewable energy sources. At the same time, there is a first major need for adaptation of the strategy: On the one hand, the demographic development showed the necessity for an additional 9th field of action "Generations", in which intergenerational coexistence, social aspects and the consideration of global sustainability goals (SDGs) are pushed. On the other hand, Horizon Europe (HE) with its initiative of "100 Climate-neutral Cities by 2030" sets Austrian cities the ambitious goal of becoming climate-neutral by 2030. Since Klagenfurt's smart city strategy currently makes climate neutrality by 2040 seem realistic, a fundamental reorientation and planning will be necessary here. The City of Klagenfurt is facing both challenges within the framework of the present City of the Future project. Innovative content: Klagenfurt wants to become a climate-neutral and smart city! The innovative aspect of this project is that the scenarios, vision development and roadmap are being developed in a participatory manner and that the highest possible level of participation of young city residents is to be achieved on the basis of cooperation with secondary schools. The perspectives of the young people will be complemented by representatives from business, civil society, politics and administration. Another innovative aspect is the allocation of globally valid SDGs (Sustainable Development Goals) to the nine fields of action in Klagenfurt with their target and indicator systems, as well as the integration of both into a holistic impact monitoring model. The latter, as an urban development tool, enables both a) the ongoing adaptation and adjustment to national and European developments and b) the decision to set up and evaluate successfully completed bundles of measures to achieve a climate-neutral city of Klagenfurt by 2030. Intended results and findings: Klagenfurt expects to have a smart city strategy that is geared towards achieving climate neutrality and SDGs 2030 and adapted with young citizens and stakeholders as a gateway to become one of the 100 climate neutral cities in Europe. This strategy will include a vision and a roadmap with measures to achieve climate neutrality in 2030. An implementation plan including possible financing options will be developed on the basis of one city development district.
