Projektbeschreibung

Die EU hat sich zum Ziel gesetzt bis 2050 klimaneutral zu sein. Neben den europäi-schen Zielsetzungen gibt es auch auf nationaler und Bundesländer-Ebene Bestre-bungen zur Klimaneutralität. Eine wichtige Rolle bei der Erreichung dieser Ziele fällt dabei den Städten zu. Die Stadt Salzburg beschäftigt sich seit 2012 in ihrer Smart City Initiative intensiv mit nachhaltiger Entwicklung und setzt zur Erfüllung des Smart City Masterplan 2025 innovative Projekte in den Themenfeldern Ener-gieraumplanung, kommunalen Gebäuden, Wohngebäuden, Mobilität, Energieauf-bringung und -verteilung sowie zu Aspekten des Lebensstils und der Lebensqualität um. Seit 2012 wurden durch die Smart City Initiative, sowie durch die Partner der BIEGE Gemeinschaft, bereits eine Vielzahl an Grundlagen geschaffen, die den Weg zur Klimaneutralität bis 2030 ebnen können. Beispielhaft seien hier die Energiebe-richte, der CO2 Absenkpfad, die Strukturen des urbanen Mobilitätslabors, die Pendlerstromanalyse sowie das in Abschluss befindliche Fachkonzept Energiepla-nung genannt. Im Zuge des Projekts sollen diese Bausteine herangezogen werden um ein Gesamt-konzept zur klimaneutralen Stadt, inklusive einer Vision, qualitativen und quanti-tativen Energie- und Klimazielen sowie einer Strategie zur Realisierung der Ziele bis 2030 zu entwickeln. Darüber hinaus werden für die beiden Schwerpunkte kli-maneutrale Mobilität und klimaneutrales Quartier - am Beispiel der Sanierung des Quartiers Bessarbierstraße - konkrete Maßnahmenbündel, Umsetzungspläne (Roadmaps) sowie Finanzierungsoptionen ausgearbeitet. Diese Schwerpunktset-zung wurde aufgrund der spezifischen Ausgangssituation, deren hohen Relevanz zur Erreichung der Klimaneutralität sowie dem unmittelbaren Wirkungsspielraum der Stadt Salzburg vorgenommen. Die Ergebnisse aus der Dienstleistung zielen darauf ab, der Stadt Salzburg für ihre zukünftigen Aufgaben im Kontext der Klimaneutralität fundierte Werkzeuge in die Hand zu geben, welche die Erreichung der nationalen und internationalen Ziele erleichtern können. Darüber hinaus soll auch ein Struktur- und Ressourcenplan entwickelt werden, der mittelfristig die Umsetzung der entwickelten Strategien und die Teilnahme an der Ausschreibung der europäischen Kommission zu den “100 Climate-neutral Cities by 2030” ermöglichen soll. Die Ausgangslage für eine Beteiligung an der urbanen Mission zur klimaneutralen Stadt ist besonders günstig, da die Stadt Salzburg derzeit ihr Räumliches Entwick-lungskonzept (REK) aktualisiert. Diese parallele Ausarbeitung bietet ein einmaliges Zeitfenster die Ergebnisse dieser Dienstleistung - und somit die Klimaneutralität - im REK zu verankern und (behörden-)verbindlich zu machen. Die Stadt Salzburg unterstützt die BIEGE Partner aktiv durch die Schaffung von Rahmenbedingungen für die Umsetzung der entwickelten Ergebnisse in Form der Berücksichtigung im REK und der Unterstützung der Anbahnung des UML 2. Alle BIEGE Partner können darüber hinaus auf bereits etablierte, langjährige Arbeitsstrukturen und Koopera-tionen mit allen relevanten Verwaltungseinheiten in der Stadt Salzburg sowie mit allen LOI Partnern zurückgreifen, wodurch ein enger und fortlaufender Austausch gesichert ist. Salzburg: KanS bietet die einmalige Gelegenheit die wichtigen Akteure der einzel-nen klimarelevanten Sektoren zu aktivieren, um gemeinsam die Grundlagen für eine klimaneutrale Stadt zu schaffen und um die Klimaneutralität in neuer Tiefe und Verbindlichkeit in die Prozesse und Planungsgrundlagen der Stadt Salzburg einzubringen.

Abstract

The EU aims to become climate neutral by 2050. In addition to the European tar-gets, there are also efforts to achieve climate neutrality at the national and prov-ince level. Cities will play a crucial role in achieving these goals. Since 2012, the city of Salzburg, and in particular the Smart City Initiative, has been working in-tensively towards the city’s sustainable development. To fulfill the Smart City Master Plan 2025 a multitude of innovative projects in the fields of energy plan-ning, municipal buildings, residential buildings, mobility, energy generation and distribution, and aspects of lifestyle and quality of life have been conducted. Through such projects, the city, as well as the partners of the bidding consortium, have already created a solid foundation of knowledge, tools and experiences that can pave the way to climate neutrality by 2030. Examples include the energy re-ports, the CO2 reduction path, the urban mobility laboratory, the commuter flow analysis or the specialist concept for energy planning, which is currently being finalized. In the course of the project, the available elements will be used to develop a citywide holistic concept for climate neutrality, including a vision, qualitative and quantitative energy and climate targets, and a strategy for achieving these targets by 2030. In addition, concrete bundles of measures, implementation plans (roadmaps) and financing options will be developed for two focus topics: climate-neutral mobility and climate-neutral neighborhoods (based on the redevelopment of the Bessarbierstrasse quarter). The two topics were selected due to their high importance for achieving climate neutrality as well as the immediate scope of ac-tion and range of effect of the City of Salzburg. The results of the project aim to provide the City of Salzburg with sound tools for its future tasks in the context of climate neutrality. In addition, the intended structure and resource plan, which will be developed over the course of the pro-ject, will allow for the medium-term implementation of the strategies as well as the preparation for the participation in the tender of the European Commission for the "100 Climate-neutral Cities by 2030". The City of Salzburg is currently in a favourable position to participate in the ur-ban mission to become climate-neutral, as the city is in the process of updating its spatial development concept (SDC). This overlap offers a unique window of oppor-tunity to anchor the results of this project - and thus climate neutrality - in the SDC, which constitutes a legally binding planning framework for the city. The City of Salzburg actively supports the partners of the bidding consortium by creating framework conditions for the implementation of the developed results in the form of their consideration in the SDC and the support for the initiation of the UML 2. All bidding consortium partners can also rely on already established, long-standing working structures and cooperation with all relevant administrative units in the City of Salzburg as well as with all LOI partners, which ensures a close and contin-uous exchange. Salzburg: KanS offers the unique opportunity to activate the important actors of the individual climate-relevant sectors in order to jointly create the foundations for a climate-neutral city and to introduce climate neutrality in never before seen depth and level of commitment into the processes and planning frameworks of the City of Salzburg.
