Ausgangssituation und Probleme: Das Sondierungsprojekt im Rahmen der 8. Stadt der Zukunft Ausschreibung soll einen Beitrag zur Entwicklung resilienter klimaneutraler Stadtteile mit hoher Ressourcen- und Energieeffizienz, verstärkter Nutzung erneuerbarer Energieträger sowie hoher Lebensqualität liefern. Weiters soll zur Optimierung und Anpassung der städtischen Infrastruktur und des Dienstleistungsangebots beigetragen werden. Ziel des Projektes: Am Fallbeispiel Zukunftshof sollen die Möglichkeiten ausgelotet werden, wie aus einem alten Bauernhof ein Vorzeigeprojekt für innovative urbane Landwirtschaft und klimaresiliente Stadtentwicklung werden kann. Der Zukunftshof soll der Startpunkt für ein nachhaltiges Energie- und Ressourcenkreislaufsystem im Wiener Stadtentwicklungsgebiet Rothneusiedl werden. KLIMUR entwickelt dazu die Methodik und Instrumente, um die Planungs- und Entscheidungsprozesse für die Realisierung lokaler Ressourcenkreislaufwirtschaft (Energie, Lebensmittel, Wasser) und integrierter Stadtteil-Energiekonzepte zu begleiten. Für das Fallbeispiel Zukunftshof werden neben den Energieflüssen (Wärme, Kälte und Strom) auch Ressourcenströme (Biomasse, Nährstoffe und Wasser) ermittelt, analysiert und simuliert. Die dabei verwendeten multikriteriellen Optimierungs- und Bewertungsmodelle lassen Einschätzungen hinsichtlich ökologischer und energetischer Indikatoren zu und berücksichtigen wirtschaftliche Rahmenbedingungen der Realisierungsvarianten. Dabei werden die teils in Konflikt stehenden Ziele dargestellt und in den Planungs- und Abstimmungsprozess mit den Stakeholdern diskutiert. Daraus werden mögliche Entwicklungsszenarien im Quartiersmaßstab für das Demonstrationsprojekt Zukunftshof sowie für den Stadtteil Rothneusiedl abgeleitet. Erwartete Projektergebnisse: • Qualitative und quantitative raumzeitliche Analysen zur Umsetzung des Zukunftshofentwicklungskonzepts, mit dem Ziel eine fundierte Basis für Realisierungsentscheidungen während des Planungs- und Umsetzungsprozesses zu erhalten. • Abschätzungen möglicher Entwicklungsszenarien für den Zukunftshof und deren Wechselwirkungen mit den zukünftigen Stadtentwicklungsgebiet Rothneusiedl. • Finanzierungsstrategien zur Realisierung des Demonstrationsprojektes. • Eine Roadmap für die Umsetzung der Entwicklungsszenarien am Zukunftshof.

Abstract

Initial situation and problems: The exploratory project in the context of the 8th City of the Future call for proposals is intended to contribute to the development of resilient climate-neutral urban districts with high resource and energy efficiency, increased use of renewable energy sources and a high quality of life. Furthermore, it is intended to contribute to the optimization and adaptation of urban infrastructure and service provision. Aim of the project: The case study Zukunftshof will be used to explore the possibilities of turning an old farm into a lighthouse project for innovative urban agriculture and climate-smart circular economy. The Zukunftshof will be the starting point for a sustainable circular energy and resource system for the urban development area Rothneusiedl in the south of Vienna. For this purpose, KLIMUR develops the methodology and instruments to accompany the planning and decision-making processes for the realization of local resource circular economy (energy, food, water) and integrated district energy concepts. In addition to energy flows (heating, cooling and electricity), resource flows (biomass, nutrients and water) are determined, analysed and simulated at Zukunftshof. The multi-criteria optimization and evaluation models used in this process allow assessments with regard to ecological and energetic indicators and take into account economic framework conditions of the realization variants. The partially conflicting goals are presented and discussed in the planning and coordination process with the stakeholders. From this, possible development scenarios for the Zukunftshof and for the Rothneusiedl district will be derived. Expected project results: • Qualitative and quantitative spatial-temporal analyses for the implementation of the Zukunftshof development concept, with the aim of obtaining a sound basis for realization decisions during the planning and implementation process. • Estimation of possible development scenarios for the Zukunftshof and their interaction with the future urban development area Rothneusiedl. • Financing strategies for the realization of the demonstration project. • A roadmap for implementing the development scenarios at the Zukunftshof.
