Projektbeschreibung

ISGAN ist das Internationale Smart Grid Action Network, ein Technology Cooperation Programme (TCP) der Internationalen Energieagentur (IEA) und eine Initiative des Clean Energy Ministerials (CEM). Die Arbeit von ISGAN ist in acht Arbeitsgruppen (Annexes) unterteilt. Das gegenständliche Projekt betrifft den österreichischen Beitrag zu Annex 9 (Marktdesign für Flexibilität im Stromversorgungssystem) in der Arbeitsperiode von 2021-2023. Annex 9 wurde 2021 offiziell gestartet und beschäftigt sich mit Fragestellungen rund um das Marktdesign und die Nutzung von Flexibilitäten im Stromsystem. Dabei umfasst die Arbeit des Annexes sowohl langfristige Investitionsentscheidungen als auch kurzfristige (bzw. Fast-Echtzeit) Systemausgleichsmechanismen (Balancing), die Bereitstellung und Nutzung von Flexibilitäten (Redispatch) auf der Angebots- und Nachfrageseite sowie die dahinterliegende physische Netzinfrastruktur – von zentraler Energiegewinnung bis hin zu dezentraler, ‚behind-the-meter‘ Energiegewinnung und -nutzung durch Prosumer, einzelnen Verbrauchern sowie Energiegemeinschaften. Fragestellungen rund um die Bereiche Netzstabilisierung, Spannungsregelung, Inertie und die Linderung von Standortbeschränkungen sowie dazugehörige Marktaspekte werden ebenfalls im Annex behandelt. Annex 9 ermöglicht durch internationale Kooperation der teilnehmenden Länder einen wertvollen Wissensaustausch und Sammlung von Erkenntnissen und Best-Practice-Beispielen. Die Bandbreite der Partnerländer und deren Energiesystem-seitige Voraussetzungen ermöglichen das Lernen von anderen Systemtopologien und fördern das Verständnis von relevanten Marktmechanismen – etwa im außereuropäischen Kontext. Das Erkennen und Nutzbarmachen von Flexibilitäten in der Energiegewinnung ist ein wesentlicher Schritt in der Transition zu CO2-armen Energiesystemen und der stärkeren Einbindung von Verbrauchern in das Stromnetz. Die Arbeit des Annex 9 ist folgende Tasks strukturiert, wobei zum gegenwärtigen Zeitpunkt nur das Arbeitsprogramm für die ersten 12 Monate (d.h. 2021) festgelegt ist (Tasks 1-3). Das weitere Arbeitsprogramm (Tasks 4-7) ist bereits formuliert und wird in den kommenden Monaten vom ISGAN ExCo bewilligt. Die Tasks im Überblick sind: • Task 1: Flexibility Characteristics • Task 2: Interoperable Markets • Task 3: Consumer-focused flexibility • Task 4: Mapping of national expertise • Task 5: Operations – Digital Energy Systems • Task 6: Long-term planning • Task 7: Operational Planning (Task-Leitung angestrebt) Tasks 1-3 konzentrieren sich auf die Definition und Charakterisierung von Flexibilitäten und geeignete Indikatoren, das Zusammenspiel von nationalen und lokalen Marktakteuren (TSO-DSO-Koordination) und die nahtlose Integration verschiedener Flexibilitätsmärkte. Ebenfalls steht die Interaktion mit Verbrauchern im Vordergrund und deren Nutzen durch die Teilnahme an Energie- und Flexibilitätsmärkten. Tasks 4-7 fokussieren auf das Zusammentragen von nationaler Expertise der teilnehmenden Länder und deren Erfahrungen (Best-Practice-Beispiele), die Digitalisierung von Flexibilitätsmärkten, die langfristige Planung und strategische Ausrichtung sowie die operative Planung aus Sicht von DSOs und dem Zusammenspiel von lokalen Energiemärkten. Gegenstand dieser F&E Dienstleistung ist die inhaltliche Mitwirkung am Annex 9 und seinen Tasks, die Leitung des Task 7 Operational Planning sowie entsprechende nationale Kommunikations- und Disseminationsaktivitäten.

Abstract

The International Smart Grids Action Network (ISGAN) is a Technology Cooperation Programme (TCP) of the International Energy Agency (IEA) and an initiative of the Clean Energy Ministerial (CEM). ISGAN’s work is divided into eight working groups (Annexes). This project concerns the Austrian participation in Annex 9 (Flexibility Markets – Development and Implementation) in the period of 2021-2023. Annex 9 was officially established in 2021 and focuses on questions regarding market design and the utilization of flexibilities in the electricity system. Its work comprises long-term investment decisions as well as short-time (or near-real time) balancing mechanisms, the provision and use of flexibilities (redispatch) on the supply and demand side, the underlying physical grid structure, centralised and decentralised energy production and ‘behind-the-meter’ production/consumption through prosumers and energy communities. Challenges related to grid stabilisation, voltage control, inertia and alleviating locational constraints and corresponding market mechanisms are also inline with the Annex’ work. Annex 9 enables its participating countries to take part in exchanging knowledge and to tap a wide pool of findings and best-practice examples. The spectrum of countries and their underlying energy systems allow for mutual learning from different system topologies and foster the understanding of relevant market mechanisms – e.g. in the non-European context. Recognising and utilising flexibilities in energy production is a vital step in the transition towards a low-carbon energy system and a better integration of users with the electricity grid. Annex 9’s work is structured in the following tasks. At this point, the work programme for the first 12 months (i.e. 2021) has been approved (Tasks 1-3). The remaining work programme (Tasks 4-7) is already prepared and awaits its approval through the ISGAN ExCo. The Tasks at a glance: • Task 1: Flexibility Characteristics • Task 2: Interoperable Markets • Task 3: Consumer-focused flexibility • Task 4: Mapping of national expertise • Task 5: Operations – Digital Energy Systems • Task 6: Long-term planning • Task 7: Operational Planning (aspired Task-Lead) Tasks 1-3 focus on the definition and characterisation of flexibilities and suitable indicators, the interaction of national and local market actors (TSO-DSO-coordination) and the seamless integration of various flexibility markets. Furthermore, the interaction with consumers and their participation in energy and flexibility markets is also in the Annex’ focus. Tasks 4-7 focus on gathering national expertise of the participating countries and their best-practise examples, digitalisation of flexibility markets, long-term planning and strategic orientation, and operational planning from the viewpoint of DSOs and the interaction of local energy markets. The purpose of this project is the participation in Annex 9 and its Tasks, the lead of Task 7 Operational Planning and appropriate national communication and dissemination activities.
