Das Gesamtbudget für den 4. Horizon Europe Programmteil „Ausweitung der Beteiligung und Stärkung des Europäischen Forschungsraums (WIDERA)" ist mit 3.393 Mio. EUR veranschlagt.
Auf die Sub-Programmlinie "Reformierung und Stärkung des europäischen F&I-Systems (WIDERA-ERA)" entfallen davon für die Laufzeit von Horizon Europe ca. 438 Mio. EUR.
Die Europäische Kommission hat am 11. Dezember 2025 das Arbeitsprogramm 2026-2027 des vierten Horizon Europe Programmteils „Ausweitung der Beteiligung und Stärkung des Europäischen Forschungsraums | Widening Participation and Strenghening the European Research Area (WIDERA)“ veröffentlichen.
Hierin werden alle Ausschreibungsthemen (Calls und Call Topics) für die Jahre 2026 und 2027 detailliert beschrieben (Inhalte, spezifische Teilnahmebedingungen/Specific & Eligibility Conditions, Einreichfristen, Budget, etc.).
Die WIDERA Sub-Programmlinie „Reformierung und Stärkung des europäischen F&I-Systems | Reforming and Enhancing the European R&I System (WIDERA-ERA)“ wird durch Ausschreibungen in der Destination „Reforming and enhancing the EU research and innovation system“ des jeweils gültigen WIDERA Arbeitsprogramms implementiert.
Die WIDERA-ERA Ausschreibungen mit vorgegebenen Themen werden im Rahmen strategischer Planungen und entsprechend ihrer erwarteten Wirkung jährlich aktualisiert.
Im WIDERA-ERA Programmbereich gab es in den bisherigen WIDERA Arbeitsprogrammen (2021-2022, 2023-2025, 2025) folgende Ausschreibungen/Calls (mit jeweils einer Vielzahl von Call Topics):

Die Call Topics der WIDERA-ERA-2026 und WIDERA-ERA-2027 Ausschreibung unterstützen die Implementierung einiger der "11 Structural Policies" und "8 ERA Actions" der "European Research Area Policy Agenda 2025-2027".
Die Call Topics der WIDERA-ERA-2026 und WIDERA-ERA-2027 Ausschreibungen sind um vier Säulen (Pillars) herum organisiert, die es den geförderten Projekten ermöglichen sollen, die F&I-Kapazitäten in vier sich ergänzenden Dimensionen zu stärken und gleichzeitig ausgewählte ERA-Maßnahmen (ERA Actions) und strukturpolitische Maßnahmen (Structural Policies) zu adressieren. Expected project duration: between 24 - 30 months
Beneficiaries must provide financial support to third parties. The financial support to third parties can only be provided in the form of prizes. The maximum amount to be awarded to each third party (recipient) is EUR 60 000.
The financial support to third parties can only be provided in the form of prizes to the total amount of €70 000 for EUCYS and €100 000 for EU TalentOn.
The participating city that the proposal designates as host for EUCYS 2028 must provide as part of the proposal the commitment from its respective National EUCYS Organiser to run the 2028 competition as part of the project (EUCYS National Organiser must either participate as a beneficiary or associated partner, or provide a commitment letter).
The programme of activities should include the following two components:
EUCYS (European Union Contest for Young Scientists): science competition, awarding prizes and awards, for 14- to 20-year-olds who are first prize winners of national science contests for school science projects.

• EUCYS past contests
EU TalentOn (European Union Contest for Early Career Researchers): science competition, awarding prizes and awards, bringing together at least 100 early-career researchers, 21-35 of age, to work on scientific solutions to societal challenges.

Entities established in an eligible country, but which are directly or indirectly controlled by a non-eligible country or by an entity based in a non-eligible country, may not participate in the action.
